Katsina Was Created In 1987& Buhari Graduated in 1961...Whats Is Happenning?

I am confused! I was going through some comments on one popular blog cos she put up the picture of Buhari's alleged SSCE Certificate obtained by Premium Times, and some commenters felt that this can't be authentic since Katsina was created in 1987, and he graduated from Government College 'Katsina' in 1961....trust me...I have the comments below:
