National Confab Officially Comes To End, Read Hon. Kutigi’s Speech (Photos)

 

On Thursday, Hon  Justice Idris Kutigi, Chairman, National Conference  handed over the official report of National Conference to President Goodluck Jonathan, during the closing ceremony of the event. Hon Kutigi followed the handover with a long speech that enlisted in summary what the Confab achieved. "Yet, Mr. President, here we are five months later at a ceremony to mark the successful execution of our mandate." read the speech below:

National Conference Approves Creation Of New States Plus IJEBU STATE! YIPPEE!!!

 

I am so happy for this news...Oh let me tell you guys, I am from Ijebu-Ode in Ogun State, so this is a good news to me hehe...  

Many surprises are coming from the National Conference holding in Abuja. The Confab on Thursday took a bold and unprecedented step under a democratic dispensation when it approved 18 requests, in principle, for state creation across the country as a way of meeting the yearnings and aspirations of the people. It has also put to rest decades of agitations by promoters of new states.
 

The resolution was among others adopted by delegates at plenary while considering the report of the Standing Committee on Political Restructuring and Forms of Government, which was subjected to robust debates.

The approved requests, subject to the amendment of the constitution, were proposed by the committee and they are:

Apa State from the present Benue, Kainji from Niger State, Katagum from Bauchi State, Savannah State from Borno, Amana from Adamawa, Ghari from Kano, Gurara from Kaduna, Etiti State from the South-East zone, Aba from Abia, Adada from Enugu, Njaba/Anim from both Anambra and Imo States, Ogoja from Cross River, Anioma from Delta, Ijebu from Ogun, New Oyo from the present Oyo State and unnamed others.

 Henceforth, it has been resolved that state creation should be on the basis of parity between the geo-political zones to ensure equality of zones.

Power Rotation gets legal backing
Meanwhile, delegates have also resolved that henceforth the office of the President of Nigeria shall rotate between the North and South divide and simultaneously revolve among the six geo-political zones of the country.

This resolution applies to the office of the state governors, which shall be rotated among the three senatorial districts of each state while that of the local government chairmen shall be rotated within the local government areas.

The Committee, among others, had examined Nigeria’s attendant political challenges and the need to lay a solid foundation for an all-inclusive and cost-effective system of government which would serve the best interest of Nigeria and Nigerians.

Whenever the President dies in office, is incapacitated, is impeached or resigns, Conference agreed that the Vice President shall take over the position in acting capacity for a period of 90 days during which an election to the office would be conducted in order to allow for each geopolitical zone to run the full course of the constitutionally allowed tenure without undue disruption.

Delegates also agreed that based on the adopted zoning formula, whenever a president leaves under any of the circumstances mentioned above, another president would be elected from the same zone where the previous one came from.

Conference also voted in support of the recommended Modified Presidential System of Government, which is seen as home-made model of government that combines the attributes of Parliamentary and Presidential systems.

New Presidential powers
A President elected under this new system shall exercise full responsibility for his government and shall select not more than 18 ministers from the six geo-political zones of the country.

It was agreed that henceforth, the Minister of Finance and no longer the President as presently obtained, would present the annual budget estimates to the National Assembly.

Conference also voted to retain the existing bicameral legislature instead of the unicameral proposed by the committee.

Referendum coming
As the conference is about to finish its business in two weeks’ time, delegates have resolved on the need for modalities for the entrenchment of referendum in the Constitution in order to decide the outcome of the confab.

Fear of Boko Haram attack hits conference

 

The fear of possible attack of members of the national conference by Boko Haram enveloped the conference on Monday when a delegate, Chief Mike Ozekhome (SAN) said he received a message on his telephone of a possible attack by members of the sect in Abuja this week.

Raising a matter of Public Urgency, he asked for the permission of the Chairman of the Conference, Justice Idris Kutigi to read the message.

He was granted the permission.  

The message, which he also sent to our correspondent read, ” News got to us that our enemy is planning something bigger than Nyayan bomb blast between Tuesday and Wednesday in Abuja.

“Mind your movement and be careful. The date is still unknown. Please, pass it around to save loved ones.”

Some delegates later discussed the issue among themselves, wondering when the bombings would stop.

One of the delegate, who spoke on condition of anonymity said, “We are in trouble in this country. Bombings everywhere. When will this stop?

“Even here, we don’t know what is going to happen. Things are so bad in the country. Things are so bad.”

Only last Thursday, a delegate, Obi Onoliefo had raised the issue of safety of delegates when, having looked at the perimeter wall of the National Judicial Institute, observed that there were no security operatives manning them.

He, therefore, called for security operatives to be drafted to the perimeter fences to forestall insurgents from breaking into the premises and causing bloodshed.

While adding that political parties should be allowed to grow, it also said that government should not fund political parties.

Some of the recommendations are that, “Political party leadership and administration should be insulated from undue control and interference from chief executives of government at all levels, so that party independence is restored. In so doing.

“The wishes of the party members as expressed through their voted will be reflected in the party administration.”

The committee also recommended that rather than scrapping of State Independent Electoral Commissions, efforts should be made to strengthen them with a view to making them more effective, as well as improving their credibility.

It added that provision should be made for the financial indecent of SIECs by giving them a first line charge in the state’s budget.

That issues relating to the composition and administration of SIECs should be activated through a  law of the State House of Assembly.

It added that, “State Houses of Assembly,y should legislate the details of the composition and administration of SIECs as well as confirm their members.

“State houses of assembly should legislate the tenure of elected local government officials.”

On judiciary, it said that Federal High Court should be renamed and redesigned as constitutional court of Nigeria, adding the jurisdiction and powers of the Federal High Court should be transferred to the National Industrial Court.

On death or withdraw of a candidate, the committee recommended that where a candidate dies or withdraws from the election, the political party which nominated “that candidate shall submit to the commission the name of the candidate who scored the second highest number if voted at the primaries as the substitute candidate.”

It added that where such “a dead or disqualified candidate may have emerged by consensus, fresh primaries should be held to determine the new representative of the party. ”

National Conference Finally Approves State Police

 

The National Conference on Thursday voted for the establishment of state police in the country. The conference, which also called on President Goodluck Jonathan to stop pardoning corrupt leaders, however said only states that had the financial capacity to fund state police should create it.
Apart from this, the conference adopted the recommendation by the Committee on National Security, that state laws should be used as a guide for community policing.

But there were a lot of disagreements among the delegates on the mode of transfer of federal policemen to states. While some insisted that police officers should be allowed to serve only in their states for effective policing, others disagreed, saying such a gesture could be misused by politicians.

After a long argument, the conference concluded that...
At least 70 percent of federal police officers from the rank of Deputy Superintendent to Constable, should be allowed to serve in their states of origin.

Before the state police proposal was adopted, there were debates by delegates on what the mode of operation of the state police should be and whether there would not be any superiority battle between the federal and state police.

Some delegates were of the opinion that there would be conflict of command and operations between the federal and state police. They argued that there was no way both could work together without rancour.

They raised concern 0ver the possibility of harmonious coexistence of both federal and state police in states, considering the fact that their duties might overlap.

On his part, Femi Falana (SAN), said, “The state police will police and maintain state laws while the federal police will maintain federal laws.”

Confab committee sacks chairman

The National Conference committee on Civil Society, Labour and Sports has sacked its chairperson, Bola Ogunrimade, for absenteesm. The committee replaced the sacked chair with her deputy, Issa Aremu. The committee, which is one of the ten committees of the confab sitting at the NICON Luxury Hotel, took the decision in a unanimous vote. “Because of persistent non-appearance of the chairperson, the committee members have asked me to take over as the chairman and we intend to communicate this to the secretariat,” Mr. Aremu said while speaking to reporters after the sitting of the committee. Mr. Aremu said the former chairperson has not reported formally since the committee took off. “It is going to be difficult to drive a committee which you don’t know the concept and the idea we have been running,” he said

Mr. Aremu also said the committee had been discussing on all the four thematic issues outlined in its mandate. “On labour we have had a robust discussion; we are coming to a conclusion that labour is a critical partner in the development process. It is the creator of wealth, if we motivate labour very well, it can become good partner in development of Nigeria.” The Labour leader lamented the poor remuneration policy in Nigeria. “We have to address remuneration so that you don’t have workers who become working beggars because their income can hardly take care of them,” he said.

He also spoke about the citizens apparent ignorance of labour laws in the country which he said was due to inadequate information on labour matters. He gave example with the victims of last week’s bomb blast in Nyanya, Abuja. “People are giving charity to victims of Nyanya blasts, but under our laws, they have legitimate claims because that accident happened to them at work,” he said. He also said that contrary to widespread perception, religion was not the major problem with Nigeria because according to him, only three per cent of the delegates indicated interest to serve on the confab Committee on Religion. “Which means the so called religious divide is artificial; it doesn’t exist. If all of us at this conference are united and face the insecurity challenge, the elected would be free to do their mandate”.

Another Delegate Slumps At The National Conference In Abuja

 

A delegate at the ongoing National Conference, Abubakar Abdulmumuni, on Tuesday afternoon slumped and was rushed to an undisclosed hospital in Abuja for medical attention. He slumped after the plenary session of the Conference a few minutes after 6 p.m. while emerging from the auditorium where it was holding.

 One of the delegates at the ongoing National Conference, retired police AIG Hamma Misau, whose sleeping pic at the conference was shared on social media some days back, has died.

He died last night at the National Hospital Abuja of an undisclosed illness. He was 67. He will be buried later today.
